Android apps permission editing, Android API targeting, testing, and repackaging APK in Android Studio, and uploading to Google Play Console

Company Breathing Labs must update their old Breathing Games: https://play.google.com/store/apps/developer?id=Breathing+Labs&hl=en&gl=US and add some new ones that were removed or rejected and it requires to rebuild APK in android studio with new permissions according to google's latest rules. It also requires inclusion of latest android API target in manifest so google play will not state that "this app is developed for previous versions of android". Experience with Android Studio is required, knowledge of manifest.xml, permissions declarations, and Android API versions is required. Experience with Google Play Console is appreciated. General knowledge of Android is required.
